SACRAMENTO VALLEY RAILROAD (SAV) – RAILCAR SWITCHING WITHIN 3,000-ACRE BUSINESS PARK

The Sacramento Valley Railroad (SAV) provides all railcar switching and other rail-related services on 7 miles of rail line within McClellan Business Park, a 3,000-acre business park located near Sacramento, California. The railroad will also support the numerous transloading activities at McClellan Park.  SAV interchanges rail traffic with BNSF and Union Pacific railroads at McClellan Park.

McClellan Business Park is California’s largest master planned community strategically situated within minutes of downtown Sacramento and in close proximity to San Francisco, the Port of Sacramento, Central Valley and the Pacific Rim.  The park has more than 2.4 million square feet of rail-served facilities, including 155 industrial buildings, 35 warehouses and a 10-acre rail transloading yard.  Built on the former McClellan Air Force Base, McClellan Park also has an airfield with a 10,000-foot runway.

Aggregates, agricultural products, bio-fuels, chemical, crude oil, dimension lumber, food ingredients, industrial products, LPG, machinery and equipment, metal and steel products, scrap paper, containerboard, petroleum products and coke, plastic resin, steel pipe.

Potential California Hazmat Fee (Update – December 7, 2016)
In November 2016, a federal judicial order blocked California from imposing a $45 fee on shippers of hazardous materials transported by rail in the state.  The State of California is appealing, but in the meantime, the state has voluntarily agreed to an order that would forbid them from imposing assessing the charge retroactively.  So should the courts later decide to reinstate the California Hazmat Charge, the charge will only be assessed on shipments initiated from the date of the future court ruling.

New Billing Procedure (effective January 1, 2017)
Effective January 1, 2017 the SAV will no longer be a handling carrier for the Union Pacific Railroad (UP) and will become an interline connecting carrier partner, with interchange at McClellan Park, CA.

This means that the Union Pacific (UP) will no longer be shown as directly serving SAV stations and therefore, the SAV must be shown as a carrier in bill of lading routing.
